Another radical concealed carry bill has cleared the House Judiciary Committee, signaling a potential infringement on the Second Amendment rights of law-abiding gun owners in Colorado. HB24-1174 seeks to impose stricter requirements for obtaining a concealed carry permit, is yet another example of Colorado lawmakers undermining the constitutional rights of its citizens.
Proponents of the bill argue that its purpose is to ensure that individuals seeking concealed carry permits receive proper training to handle firearms. However, gun rights groups strongly contend that such measures are unnecessary and only serve to burden law-abiding gun owners.

Supporters and opponents of the bill from across the state have voiced their opinions on this contentious proposal. The debate surrounding this bill highlights the deep divide among Coloradans regarding firearm ownership and Second Amendment rights.
If this bill is enacted into law, concealed carry courses would be required to be conducted in person and include comprehensive instruction on safe storage, state and federal gun laws, and the appropriate use of firearms for self-defense.
Additionally, the bill would mandate the completion of a live-shooting task and a standardized test score of at least 80% for individuals to be granted a concealed carry permit. These provisions have raised concerns among gun rights groups, who fear that such requirements will deter responsible gun owners from exercising their rights.
Ian Escalante, the director of operations for Rocky Mountain Gun Owners, expressed his concerns about the bill, telling Fox 31, "The Democrats out here are using this as an opportunity to disincentivize individuals from carrying." Escalante further criticized the bill, pointing out that it adds unnecessary hurdles to obtaining a concealed carry permit, particularly in conjunction with other restrictive measures being pursued by lawmakers.
For instance, Senate Bill 131, also known as the sensitive spaces bill, would further limit where permit holders can carry their firearms, effectively reducing the areas where law-abiding citizens can exercise their Second Amendment rights.

The bill's passage through the House Judiciary Committee was unsurprisingly split along party lines, with a vote of 8-3 in favor. The committee chair reported that approximately 100 people signed up to testify on the bill, underscoring the intense interest and concern surrounding this legislation.
